The water resources available on earth are becoming increasingly scarce. This scarcity is primarily due to human activities, as anthropogenic water consumption has increased more than six-fold in the past one hundred years. At the same time, changing precipitation patterns in the context of climate change are creating increasing uncertainties. As a result, an estimated four billion people now live in regions that are affected by severe water shortages for at least one month per year.

Causes of regional water scarcity are by no means one-dimensional, but are often due to complex interactions between the availability of precipitation, vegetation, anthropogenic activities and socio-political processes. In this seminar you will develop a deeper understanding of the multidimensional causes and effects of the phenomenon of water scarcity. You will furthermore get to know the different governance approaches to water scarcity and learn to identify and evaluate them in the context of different case studies. Moreover, you will develop visionary solutions to resource problems.

We start with the characterization and effects as well as the causes of water scarcity to then learn about the control and steering mechanisms in the field of water governance. Based on empirical case studies, you will study how water scarcity arises and if and how it is regulated in the respective contexts. We round off our seminar with a visioning exercise on desirable future states regarding resource availability and how to reach them.
